Army Updates Counterinsurgency Doctrine:
A newly revised U.S. Army Field Manual on insurgencies and countering
insurgencies was published this month, replacing the popular 2006
edition. The new edition builds upon rather than rescinds its
predecessor. Some of the changes are subtle, extending even to the
definition of “insurgency.” The new manual, like the previous one, has
drawn criticism in some quarters for emphasizing the role of soft power
at the expense of lethality and traditional warfighting.
Chinese Nuclear Missile Upgrade Near Dalian: One
of the last Chinese Second Artillery brigades with the old liquid-fuel
DF-3A intermediate-range nuclear ballistic missile appears to have been
upgraded to the newer DF-21 road-mobile, dual-capable, medium-range
ballistic missile. A new satellite image posted on Google Earth from May
4, 2014, reveals major changes to what appears to be a Chinese launch
unit site for the Dengshahe brigade northeast of Dalian by the Yellow
Sea. The upgrade apparently marks the latest phase in a long and slow
conversion of the
Dengshahe brigade from the DF-3A to the DF-21.

Short Course on CBRN Weapons, Science and Policy: Early Bird Registration EXTENDED
FAS and George Mason University will host a short course from July 7-9, 2014 as part of GMU’s 2014 summer program in International Security. This
three day, non-credit short course is designed to introduce
participants to the science, security, and policy dimensions of the
threats of chemical, biological, radiological and nuclear (CBRN) weapons
as well as ballistic and cruise missile.
This course is
aimed at professionals in energy policy, nuclear policy, nuclear
industry, public health, life sciences, law enforcement, emergency
management and national security who have responsibilities for
preventing, preparing for, or responding to acts by states, criminals,
or terrorists using chemical, biological, radiological or nuclear
weapons. Early bird registration has been extended until June 1- register today to take advantage of discounted rate of $1,300.
