John 20:19-23

On the evening of that first day of the week, when the doors were locked, where the disciples were, for fear of the Jews, Jesus came and stood in their midst and said to them, “Peace be with you.” When he had said this, he showed them his hands and his side. The disciples rejoiced when they saw the Lord. Jesus said to them again, “Peace be with you. As the Father has sent me, so I send you.” And when he had said this, he breathed on them and said to them, “Receive the Holy Spirit. Whose sins you forgive are forgiven them, and whose sins you retain are retained.”

 

Opening Prayer: Lord, I have been preparing my heart this week for the coming of the Holy Spirit. Send forth your Spirit to enlighten my mind as I reflect on this Scripture.

 

Encountering Christ:

  1. The Doors Were Locked: The doors of the room where the disciples were gathered was locked because they were afraid of the Jews. The doors of our hearts are also locked when we are afraid. A wise confessor once told me to prepare for the Sacrament of Reconciliation by asking myself, “What was I afraid of when I did/said/thought that?” Sin often happens because we’re afraid. Fears can point to self-love, worldly attachments, or vanities. St. John tells us that “perfect love casts out fear.” When we identify our fears, let us ask the Lord to replace them with love. And the grace of Reconciliation strengthens us to reopen the doors to our hearts.
  2. Peace Be with You: Our Lord knows the perfect antidote to fear: peace. He bestowed peace on his apostles who were locked in the upper room. And he always brings peace to us when we let him into our moments of prayer or activity. Peace is his “trademark,” a sure sign of his presence in our life. Even when life circumstances challenge us, Jesus brings peace with him if we invite him in. Why do we hesitate? Come Holy Spirit! Reign in my heart and cast out all fear.
  3. Receive the Holy Spirit!: There is no better gift on earth or in heaven than to receive the Holy Spirit. Our Lord promised us the Paraclete, and when we are in a state of grace, the Holy Spirit is alive and active within us. The Holy Spirit brings invaluable gifts (wisdom, understanding, counsel, fortitude, knowledge, piety, and fear of the Lord) and fruits (charity, joy, peace, patience, kindness, goodness, forbearance, gentleness, faith, modesty, self-control, and chastity). The Sanctifier works to make us holy and worthy of eternal life with the Holy Trinity. So, when our Lord said to his apostles, “Receive the Holy Spirit,” he was saying also to us on this Pentecost Sunday, “Receive the fullness of the Holy Spirit.” Come Holy Spirit. Come!

 

Conversing with Christ: Lord, please send your Holy Spirit in abundance! I need the grace and inspiration to live a life worthy of you. I want to know you more personally, and revere you with the gift of fear of the Lord. Please bless me with special graces on this feast day! Allow me to pray in the Spirit.

 

Resolution: Lord, today by your grace I will use the resources below to pray the “Promises of Christ,” and personalize and add to them as I scour the Scriptures in the coming weeks.

 

For Further Reflection: A short list of the promises of Christ:

God will never leave you (Deuteronomy 31:6).

God will always protect you (2 Thessalonians 3:3).

God will give you strength for every battle (Isaiah 40:31).

God will give you the graces necessary to endure all suffering (2 Corinthians 12:9).

God will forgive you even when you have sinned against him (1 John 1:9).

God will never stop loving you (Ephesians 3:17-19).

Proclamation on the Suspension of Entry as Nonimmigrants of Certain Students and Researchers from the People’s Republic of China

The People’s Republic of China (PRC) is engaged in a wide‑ranging and heavily resourced campaign to acquire sensitive United States technologies and intellectual property, in part to bolster the modernization and capability of its military, the People’s Liberation Army (PLA).  The PRC’s acquisition of sensitive United States technologies and intellectual property to modernize its military is a threat to our Nation’s long-term economic vitality and the safety and security of the American people.
The PRC authorities use some Chinese students, mostly post‑graduate students and post-doctorate researchers, to operate as non-traditional collectors of intellectual property.  Thus, students or researchers from the PRC studying or researching beyond the undergraduate level who are or have been associated with the PLA are at high risk of being exploited or co-opted by the PRC authorities and provide particular cause for concern.  In light of the above, I have determined that the entry of certain nationals of the PRC seeking to enter the United States pursuant to an F or J visa to study or conduct research in the United States would be detrimental to the interests of the United States.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States, by the authority vested in me by the Constitution and the laws of the United States of America, including sections 212(f) and 215(a) of the Immigration and Nationality Act (INA), 8 U.S.C. 1182(f) and 1185(a), and section 301 of title 3, United States Code, hereby find that the unrestricted entry into the United States as nonimmigrants of persons described in section 1 of this proclamation would, except as provided for in section 2 of this proclamation, be detrimental to the interests of the United States, and that their entry should be subject to certain restrictions, limitations, and exceptions.  I therefore hereby proclaim the following:
Section 1.  Suspension and Limitation on Entry.  The entry into the United States as a nonimmigrant of any national of the PRC seeking to enter the United States pursuant to an F or J visa to study or conduct research in the United States, except for a student seeking to pursue undergraduate study, and who either receives funding from or who currently is employed by, studies at, or conducts research at or on behalf of, or has been employed by, studied at, or conducted research at or on behalf of, an entity in the PRC that implements or supports the PRC’s “military-civil fusion strategy” is hereby suspended and limited subject to section 2 of this proclamation.  For the purposes of this proclamation, the term “military-civil fusion strategy” means actions by or at the behest of the PRC to acquire and divert foreign technologies, specifically critical and emerging technologies, to incorporate into and advance the PRC’s military capabilities.
Sec2.  Scope of Suspension and Limitation on Entry.
(a)  Section 1 of this proclamation shall not apply to:
(i)    any lawful permanent resident of the United States;
(ii)   any alien who is the spouse of a United States citizen or lawful permanent resident;
(iii)  any alien who is a member of the United States Armed Forces and any alien who is a spouse or child of a member of the United States Armed Forces;
(iv)   any alien whose travel falls within the scope of section 11 of the United Nations Headquarters Agreement or who would otherwise be allowed entry into the United States pursuant to United States obligations under applicable international agreements;
(v)    any alien who is studying or conducting research in a field involving information that would not contribute to the PRC’s military‑civil fusion strategy, as determined by the Secretary of State and the Secretary of Homeland Security, in consultation with the appropriate executive departments and agencies (agencies);
(vi)   any alien whose entry would further important United States law enforcement objectives, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees, based on a recommendation of the Attorney General or his designee; or
(vii)  any alien whose entry would be in the national interest, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees.
(b)  Nothing in this proclamation shall be construed to limit the ability of an individual to seek asylum, refugee status, withholding of removal, or protection under the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, consistent with the laws of the United States.
Sec3.  Implementation and Enforcement.  (a)  Persons covered by sections 1 or 2 of this proclamation shall be identified by the Secretary of State or the Secretary of State’s designee, in his or her sole discretion, pursuant to such standards and procedures as the Secretary of State may establish.  For purposes of subsections 2(a)(v), 2(a)(vi), and 2(a)(vii) of this proclamation, the Secretary of State shall provide for identifications of aliens based on the further determinations and recommendations provided for in those subsections by the Attorney General and the Secretary of Homeland Security.
(b)  The Secretary of State shall implement this proclamation as it applies to visas pursuant to such procedures as the Secretary of State, in consultation with the Secretary of Homeland Security, may establish in the Secretary of State’s discretion.  The Secretary of Homeland Security shall implement this proclamation as it applies to the entry of aliens pursuant to such procedures as the Secretary of Homeland Security, in consultation with the Secretary of State, may establish in the Secretary of Homeland Security’s discretion.
(c)  An alien who circumvents the application of this proclamation through fraud, willful misrepresentation of a material fact, or illegal entry shall be a priority for removal by the Department of Homeland Security.
Sec4.  Termination.  This proclamation shall remain in effect until terminated by the President.  The Secretary of State, in consultation with the Secretary of Homeland Security, may at any time recommend that the President continue, modify, or terminate this proclamation.
Sec5.  Effective Date.  This proclamation is effective at 12:00 p.m. eastern daylight time on June 1, 2020.
Sec6.  Additional Measures.  (a)  The Secretary of State shall consider, in the Secretary’s discretion, whether nationals of the PRC currently in the United States pursuant to F or J visas and who otherwise meet the criteria described in section 1 of this proclamation should have their visas revoked pursuant to section 221(i) of the INA, 8 U.S.C. 1201(i).
(b)  Within 60 days of the effective date of this proclamation, the Secretary of State and the Secretary of Homeland Security, in consultation with the heads of appropriate agencies, shall review nonimmigrant and immigrant programs and shall recommend to the President, through the Assistant to the President for National Security Affairs, any other measures requiring Presidential action that would mitigate the risk posed by the PRC’s acquisition of sensitive United States technologies and intellectual property.
(c)  The Secretary of State and the Secretary of Homeland Security shall, within the scope of their respective authorities and in coordination with the heads of appropriate agencies, take action to further mitigate the risk posed by the PRC’s acquisition of sensitive United States technologies and intellectual property.  The Secretary of State and the Secretary of Homeland Security shall report to the President, within 60 days of the effective date of this proclamation, through the Assistant to the President for National Security Affairs, any such planned and executed actions.
(d)  The Secretary of State and the Secretary of Homeland Security shall consider issuing updated regulations and guidance, as appropriate, implementing the inadmissibility provisions in section 212(a)(3)(D) of the INA, 8 U.S.C. 1182(a)(3)(D).
Sec7.  General Provisions.  (a)  Nothing in this proclamation shall be construed to impair or otherwise affect:
(i)   the authority granted by law to an executive department or agency, or the head thereof; or
(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b)  This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c)  This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The Federation of American Scientists disagrees strongly with the Trump administration's announcement to withdraw the United States from the World Health Organization.

The World Health Organization's role in providing assistance, setting health standards, and collecting data are instrumental in the global fight against disease.

WHO was pivotal in the global effort to eradicate smallpox - a virus that killed 300 million people in the 20th century alone. 

Global cooperation is just as important today as it was then. SARS-CoV-2 does not recognize borders. It has already infected millions, killed over 360,000 and, at the moment, there is no end in sight. As the World Health Organization supports the development of drugs, vaccines, and other measures to curb spread, a US withdrawal will weaken our ability to fight COVID-19.

FAS therefore urges the administration to rethink this decision and to join global partners to end the pandemic.

After Jesus had revealed himself to his disciples and eaten breakfast with them, he said to Simon Peter, “Simon, son of John, do you love me more than these?” Simon Peter answered him, “Yes, Lord, you know that I love you.” Jesus said to him, “Feed my lambs.” He then said to Simon Peter a second time, “Simon, son of John, do you love me?” Simon Peter answered him, “Yes, Lord, you know that I love you.” He said to him, “Tend my sheep.” He said to him the third time, “Simon, son of John, do you love me?” Peter was distressed that he had said to him a third time, “Do you love me?” and he said to him, “Lord, you know everything; you know that I love you.” Jesus said to him, “Feed my sheep. Amen, amen, I say to you, when you were younger, you used to dress yourself and go where you wanted; but when you grow old, you will stretch out your hands, and someone else will dress you and lead you where you do not want to go.” He said this signifying by what kind of death he would glorify God. And when he had said this, he said to him, “Follow me.”

Opening Prayer: Lord, Pentecost is just days away. Send your Spirit to me so that I can enter into this seaside conversation between Peter and Jesus and learn what lessons you have for me there.

Encountering Christ:
  1. You Know That I Love You: Three times Our Lord asked Peter, “Do you love me?” Peter, who had earlier denied Christ three times, replied with an enthusiastic “Yes, you know that I love you.” Peter’s love had failed him during Jesus’s Crucifixion, but he didn’t run away, attempt to isolate himself, or despair. Instead, Peter threw on some clothes and leapt into the water to be the first to greet Jesus on the seashore (John 21:7). We can only receive Our Lord’s limitless mercy, and a chance to make amends, when we draw near to him. “Let no one doubt concerning the goodness of God; even if a person’s sins were as dark as night, God’s mercy is stronger than our misery. One thing alone is necessary; that the sinner set ajar the door of his heart, be it ever so little, to let in a ray of God’s merciful grace, and then God will do the rest” (Divine Mercy 1507).
  2. Feed My Sheep: Peter was to become the first Pope and Jesus’s command, “Feed my sheep,” is traditionally interpreted as an invitation to priestly ministry. To be certain, priests, bishops and popes have a serious pastoral responsibility, but all of our Lord’s disciples bear a share of “priestly ministry.” Just as a priest “fosters holiness, precisely in the measure that he serves as a bridge between God and human beings…” so too baptized believers “serve as a bridge between God and human beings,” according to Bishop Barron. “They affect this through their own intense devotion to prayer, the sacraments, and the Mass. In their cultivation of a real friendship with the living Christ, they act out their priestly identity and purpose. Then, they are sent out into families, communities, places of work, the political and cultural arenas, etc., in order to carry the integration they have found like a holy contagion.”
  3. Stretch Out Your Hands: Jesus predicted how Peter would die—with his arms outstretched, nailed to a cross. Jesus set the example when he voluntarily placed his outstretched arms on the crossbeam as they were nailed to the Cross. Jesus glorified God. Peter glorified God. May we also, when the time comes, stretch out our hands in humble submission to whatever it is the Holy Spirit asks of us.

Conversing with Christ: Lord, like your disciples did, I deny you sometimes. Yet, by my Baptism, you have called me to be priest, prophet, and king. Please help me to honor to the trust you have in me by living ever more virtuously. I stretch out my hands in supplication, begging for the grace to please you in everything I do.

Resolution: Lord, today by your grace, I will renew my Baptismal promises.

John 17:20-26
Lifting up his eyes to heaven, Jesus prayed saying: “I pray not only for these, but also for those who will believe in me through their word, so that they may all be one, as you, Father, are in me and I in you, that they also may be in us, that the world may believe that you sent me. And I have given them the glory you gave me, so that they may be one, as we are one, I in them and you in me, that they may be brought to perfection as one, that the world may know that you sent me, and that you loved them even as you loved me. Father, they are your gift to me. I wish that where I am they also may be with me, that they may see my glory that you gave me, because you loved me before the foundation of the world. Righteous Father, the world also does not know you, but I know you, and they know that you sent me. I made known to them your name and I will make it known, that the love with which you loved me may be in them and I in them.” 

Opening Prayer: Lord, thank you for praying for me to the Father. By your grace, may I draw from this time of prayer a more profound sense of your love for me.

Encountering Christ:
  1. That We May Be One: Jesus drew all of us very deliberately into the prayer he spoke to the Father, asking that we may be one, as the Trinity is one: “as we are one.” Jesus invited us to be “brought to perfection as one” into the love of the Trinity. Our Lord was about to lay down his life for us, but not before he explained what he hoped to accomplish—the unification of the Church as one body, participating eternally in the love of the Trinity. We are those believers. We are the Church.
  2. They Are Your Gift to Me: Our Lord loves and values each of us so much that he called us “gifts” from the Father. His love for us is an unfathomable, never-ending, unchanging truth. Jesus doesn’t just love us when we’re behaving ourselves. He loves us always. He never takes his eyes off of us. The more deeply we comprehend his love for us, the less likely we will be to offend Our Lord through sin. 
  3. I Made Known to Them Your Name: Jesus’s only mission was to fulfill the will of his Father, and that included making known to us, in this present time, the reality of the Father. Jesus wants us to know his Father. He gave us the “Our Father,” and we hear in every Eucharistic Prayer at Mass an extended prayer to the Father. How often do we truly meditate on the nature of God Our Father and the love he has for us?

Conversing with Christ: Lord, the deep theological truths you present to us in your prayer to the Father feel beyond my grasp, yet I know that you desire union with my poor, humble soul. Please help me to “become as holy as I should” (Litany of Humility). Send your Spirit in a powerful way to me this coming Pentecost Sunday.

Resolution: Lord, today by your grace I will read the first section of the Catechism to deepen my understanding of the Trinity. 

For Further Reflection: To grow in the understanding of God’s love for us, we can pray the Litany of Humility.
