Out of the twenty-six bipartisan Senators signing this letter, only four
are Republicans. Speaking in non-partisan terms but just making an observation,
I guess most Republicans thought it would have been bad form to sign this letter
as they had been the party most responsible and enthusiastic for passing the
Enabling Acts that gives such license to these agencies. And they may yet get
another Republican as president and will have need of these extra-constitutional
powers again.
