Hungary Declares State of Emergency
The Hungarian government declared (BBC) a state of emergency in southern counties and sealed off its border with Serbia after more than nine thousand migrants arrived on Monday. Tough legislation intended to curb migration flows took effect in Hungary on Tuesday, allowing police to arrest, charge, and possibly deport migrants arriving from Serbia. Separately, EU ministers who gathered in Brussels on Monday failed (NYT) to agree on a proposal to resettle 160,000 migrants.
