U.S. Aid to Pakistan — U.S. Taxpayers Have Funded Pakistani Corruption

A new discussion paper by Azeem Ibrahim argues that Pakistan has been a "black hole" for U.S. funds and outlines several specific areas of concern. This is, to the author's knowledge, the first comprehensive look at Pakistan aid since the release earlier this year of a breakdown in the way non-secret aid had been spent. Concerns include: misuse of development funds, corruption within the Pakistani military, inadequate checks on how the money had been spent, and using the funds for activities other than fighting terrorism, among others.
