PRESIDENT'S PROPAGANDA PERFORMANCE PANNED - (EFFWIT, SEPTEMBER 14): An old rule in creating effective propaganda is that you stick to the truth as much as possible -- it makes the necessary exaggerations and manipulations of fact more believable. Absolutely critical in effective perception management. Last night, in his address to the nation, President Bush clearly didn't have much positive material to work with, so he (and his speech writers) made the amateur mistake of excessively padding the presentation with bullshit.
