ARKIN (WASHINGTONPOST.COM, SEPTEMBER 13): In the final analysis, Petraeus can't really say what the other partner will do, or even what the other partner is capable of doing. Whether this marriage can be saved has always hinged on the Iraqi partner: We can talk, we can fight, we can change, but in the end, it is a partnership, and we are dependent on their equal involvement. That just isn't happening.
