Gavin Newsom creating CA energy czar after PG&E blackouts | The Sacramento Bee: PG&E, Edison and San Diego Gas will be regulated by a California energy czar. Governor Gavin Newsom announced the cabinet office following blackouts, power outages and wildfires caused by the utilities.
