PG&E blackout affects Northern California traffic signals | The Sacramento Bee: The CHP and traffic officials are warning that traffic intersection signal lights are out in many areas of Northern California. Drivers are asked to treat them as four-way stop signs. Caldecott Tunnel is not yet closed as of Wednesday morning.
