among the perpetrators of high-profile attacks contrasts with the
kingdom’s relative success in containing its own domestic jihadism
threat. The recent terrorist attacks in Spain and Finland have been
linked almost exclusively to young men of Moroccan origin, sparking
concern that the kingdom has become a breeding ground for jihadists.
