Russia cannot create a just and lasting peace in Syria,
but it is navigating the regional military landscape and the
international political environment to create the circumstances in which
a reduction in violence is possible in the future.
The current escalation in violence will lead Russia to push events on the ground until its upper hand is undeniable; then Moscow is likely to go back to the negotiating table.
