Montenegro’s steep road to NATO membership

OLIVIER HOSLET

In a solemn ceremony, Secretary General Jens Stoltenberg invited on Thursday 27 member states to sign Montenegro’s Protocol of Accession to NATO. From the protocol to membership there is a time period in which a lot good go seriously wrong.
While Djukanovic was in Brussels on Thursday for the Accession Protocol ceremony, Montenegro’s parliament passed a special law enabling the opposition to join the government, and approved five new ministers after long and tense debates. This interim unity government will lead the country to elections in October.
How Montenegro will ratify its accession to NATO will be decided by the next government in October. The anti-NATO opposition favors a referendum. Speaking to the press after the ceremony, Djukanovic made clear he favors a parliamentary vote.
