A world leader discussed the Middle East by using terms of Realpolitik such as the “national interest.” There was little if any of the Wilsonian globaloney favored by members of our foreign policy establishment—Democrats and Republicans alike—who seem to share the belief that the only thing missing from the region today is American “leadership.”
As Rose recycled all the clichés of the editorial page of the Washington Post (which he even quoted during the interview), he inquired whether the Russian leader agreed that the lack of U.S. leadership in the Middle East had helped create a “strategic vacuum,” one that Moscow was now trying to fill. Putin replied by recalling that the last time the United States had tried to project its leadership in the region—by ousting Saddam Hussein and “liberating” Iraq (he apropos also mentioned Gaddafi and Libya)—things had not turned out so well. The problem of people fleeing Syria is bound to subside, both because Russia’s new presence along the Mediterranean coast will bar or discourage departure, and because Germany and the pope have encouraged European countries to welcome the refugees. The “allocation” of immigrants will ebb and the ones already on the old continent will be settled.
But there has been no progress in Libya, the place from which hundreds of millions of poor Africans might want to depart and attempt to land in rich Europe. In contrast, Syria might “export” only a tiny fraction of those numbers. In Libya, it’s impossible to think that any European country could successfully try to put boots on the ground, as the Russians are doing in Syria. Nor is it possible to think of settling millions (not thousands, like those from Syria so far) of Africans on the old continent. At that epochal moment, six centuries of imperial rivalries ended. Only one mighty power was left.
There hadn’t been a moment like it in historical memory: a single “hyperpower” with a military force beyond compare looming over a planet without rivals. Under the circumstances, what couldn’t Washington hope for? The eternal domination of the Middle East and all that oil? A planetary Pax Americana for generations to come? Why not? After all, not even the Romans and the British at the height of their empires had experienced a world quite like this one.
Now, leap a quarter of a century to the present and note the rising tide of paranoia in this country and the litany of predictions of doom and disaster. Consider the extremity of fear and gloom in the party of Ronald “It’s Morning Again in America” Reagan in what are called “debates” among its presidential candidates, and it’s hard not to imagine that we aren't at the precipice of the decline and fall of just about everything. The American Century? So much sawdust on the floor of history.
If, however, you look at the country that its top politicians can now hardly mention without defensively wielding the words “exceptional” or “indispensable,” the truly exceptional thing is this: as a great power, the United States still stands alone on planet Earth and Americans can exhibit all the paranoia they want in remarkable safety and security.
Here, then, are three exceptional facts of our moment.

It’s Safe to Be Paranoid in the U.S.

Given the cluttered landscape of the last 14 years, can you even faintly remember the moment when the Berlin Wall came down, the Cold War ended in a stunned silence of shock and triumph in Washington, Eastern Europe was freed, Germany unified, and the Soviet Union vanished from the face of the Earth? At that epochal moment, six centuries of imperial rivalries ended. Only one mighty power was left.
There hadn’t been a moment like it in historical memory: a single “hyperpower” with a military force beyond compare looming over a planet without rivals. Under the circumstances, what couldn’t Washington hope for? The eternal domination of the Middle East and all that oil? A planetary Pax Americana for generations to come? Why not? After all, not even the Romans and the British at the height of their empires had experienced a world quite like this one.
Now, leap a quarter of a century to the present and note the rising tide of paranoia in this country and the litany of predictions of doom and disaster. Consider the extremity of fear and gloom in the party of Ronald “It’s Morning Again in America” Reagan in what are called “debates” among its presidential candidates, and it’s hard not to imagine that we aren't at the precipice of the decline and fall of just about everything. The American Century? So much sawdust on the floor of history.
If, however, you look at the country that its top politicians can now hardly mention without defensively wielding the words “exceptional” or “indispensable,” the truly exceptional thing is this: as a great power, the United States still stands alone on planet Earth and Americans can exhibit all the paranoia they want in remarkable safety and security.
Here, then, are three exceptional facts of our moment.

The Russian propaganda machine was forced to supplement those issues with a bit of Syrian drama and an exciting corruption scandal with the arrest of the governor of Komi Republic.

half a century after World War II, the United States pursued one of
world history's most successful national strategies: it nurtured the
economic and institutional rebuilding of Europe and Japan, the
development of other countries, especially in Asia, and bonded them
economically, while protecting this strategy with superior military
force. Beginning with the Marshall Plan, Presidents Truman and
Eisenhower fashioned this bipartisan strategy, limiting military
expenditure whenever it threatened resources for the core economic
strategy, and all presidents through Clinton pursued it, the latter with
particular vigor. This strategy defeated the Soviet Union, which also
had a powerful military and a powerful ideology (however perverted the

2,000 people, US officials have said.

Rather it will make the case that, after nearly a quarter century of Russia being a second-rate power, its interests and ambitions must again be taken into account, even when we oppose them.
Russia’s seizure of Crimea and its continued military action, direct and indirect, against other parts of Ukraine have now been joined by significant Russian military deployments to Syria. Other than the short conflict with Georgia in 2008, these are the first major Russian military ventures since the breakup of the Soviet Union, nearly a quarter century ago. For the West and particularly the United States, Russian behavior under President V. V. Putin is posing major challenges.
