Editor's Comment: One commenter wrote to me the following:

No one who's tracked the CIA's cash management practices in Iraq and Afghanistan (which are, of course, top secret, and which largely explain why these two nations remain at the bottom of the global list for perception of corruption) would be remotely surprised by this report.  It is yet another demonstration of the complete failure of oversight over the intelligence community in general, and the CIA in particular.  (And incidentally, just track the recent Beltway real estate acquisitions of midlevel and senior CIA personnel returning from service in Afghanistan.  I suppose they may have earned the cash to purchase those $2 to 5 million MacMansions in the Virginia suburbs legitimately, but it's certainly fair game for investigations.  Of course, their covert status means that anyone who writes about it can be threatened with criminal prosecution.)  Don't expect either of the oversight committees to ask a single question about any of this.  They'll be too busy praising the CIA for its patriotic commitment to torture.
