It’s much deeper than economic spying and even more than stealing proprietary technology: Siemens SCADA algorithms are built into stuxnet, the cyber weapon ostensibly developed by the US and Israel at Dimona. Siemens SCADA has ubiquitous usage in industrial applications. For example Siemens SCADA valves control fluids such as in Iran’s uranium-enriching centrifuges at Natanz and in Japan’s Fukushima-Daiichi nuclear power generation. Both have used Siemens SCADA.
Stuxnet also spoofs data that keeps the control room abreast of the status of the facility. It collects data for normal conditions and then, when the sabotage begins, presents normalcy to the control room technicians. In both Iran and Japan, technicians in the control room saw only normal conditions even as the centrifuges were destroying themselves in Iran and as the reactor overheated and melted down in Japan.
Israeli Mossad and other spies have a cozy relationship at NSA and can obtain easy access to technological data that is not available in any other circumstance.
Fukushima was a trial run to see if it would be possible to use stuxnet for nuclear blackmail. That might explain why Chancellor Angela Merkel shut down German nuclear reactors so precipitously when Fukushima melted down.
