Despite all the tough talk and optimistic rhetoric, the clearest message from the one-day international conference in Kabul is that NATO is preparing to get out. The military has characterized the next 12 months as “critical” in the fight against the Taleban. Given that violence and casualties among Afghan and foreign troops have already reached a nine-year high, this assessment is almost certainly true, but not in the way the NATO commanders would wish.
