From an email I received: This is a reminder of two things: (1) the Persian Gulf is a closed sea, not a permissive environment for naval operations in the presence of opposition from littoral states, and aircraft carriers operating there are very vulnerable to attack from the shore; (2) if the threat of sanctions comes to be seen as existential in nature, as was the case with the U.S. sanctions on Japan that led to the Pearl Harbor attack, even a weak state like Iran, feeling cornered, may be driven to desperate countermeasures.
