Dov Zakheim is Vice Chairman of the Foreign Policy Research
Institute.  He was Undersecretary of Defense (Comptroller)
from 2001 to 2004 and DoD Civilian Coordinator for
Afghanistan from 2002 to 2004.  The following is a version
of the talk that Zakheim gave at FPRI on July 27, 2011 on
his new book, A Vulcan's Tale: How the Bush Administration
Mismanaged the Reconstruction of Afghanistan.
