It's a lovely idea in theory, though completely at odds with the USG's "war on drugs", and certainly one which has been better researched by organizations like the Senlis Council [http://www.poppyformedicine.net/] however, there's also the ever-present question of security; farmers will sell to whomever controls a particular area- which means expanding the military presence in an already penuriously expensive mission- but, when the sun goes down and the NATO-ISAF troops return to base, who do you think runs the show?
