The
initial triumphalism in Moscow over Donald Trump’s victory in the US
presidential election may well prove unjustified, as he could turn out
to be a less comfortable partner for President Vladimir Putin than
expected. The key issue will be the personal relationship between the
two leaders: while Putin insists on being treated as an “equal,” the two
men’s oversized egos might clash. Reduced attention from Washington
will make it imperative for European countries to take greater
responsibility for the future of their collective project. Putin has
learned to enjoy the position of producer of uncertainty, but now the US
has become the major source of uncertainty in the global system.
Attempts to compensate for economic weakness by the use of “hybrid”
military force as an instrument of policy could present opportunities
for Washington to demonstrate toughness and determination to cut
