Moscow Looks for Phase Two in Syria

Aware of the perils of a long military operation in Syria, Russia is taking another look at energizing the diplomatic track. But a number of issues will be very difficult to resolve, in particular the fate of President Assad. Moscow is starting to flesh out ideas for the next phase of its involvement in the Syrian conflict. Harboring no illusions about the feasibility of a military victory in Syria, it now wants to put itself at the center of a political process.
The chief goal of the first phase of Russia’s military intervention has been almost achieved: to weaken opposition groups in Syria and bolster the position of President Bashar al-Assad’s forces through air strikes. However, the necessary second phase is all about politics and diplomacy.
