Has our bloated security budget made us safer?

We've spent nearly $8 trillion on counterterrorism since 9/11. It's time to assess the results

  1. This isn't an easy figure to arrive at because homeland-security funding flows through literally dozens of federal agencies and not just the Department of Homeland Security.
