U.S. Anti-Tank Rockets in Syria: What Did Congress Say?

Apparently, the U.S. press doesn't think the question of who exactly in Washington approved shipping U.S. anti-tank weapons to "moderate rebels" in Syria is very interesting, even though anti-tank weapons sent to "moderate rebels" in the past wound up in the hands of a group of jihadists "so savage that it has been expelled from al-Qaeda" who are now using them against the U.S.-backed Iraqi army.
