Romney could not have got it more wrong when he complained about the
"small" size of the United States Navy. The US is developing a "triple
canopy" of air cover that fills the skies to the extreme edge of the
atmosphere and may be powerful enough to perpetuate US global dominion -
or the illusion of omniscience might lead to more military
