America has been at war for two out of every three years since 1989, engaging in an unrepentant strategy of global dominance. This has led to a burgeoning national-security state and foundering American will. Do not be fooled: the Obama administration has followed the same perilous path. This does nothing but exacerbate the problems of terrorism and nuclear proliferation, and fails to ready us for the rising threat from China.
